Com a Primer Tinent d’Alcalde de l’Ajuntament de Barcelona i regidor de l’àrea d’Urbanisme entre 1979-83, juntament amb d’altres, fou dels principals responsables del desplegament del Pla General Metropolità de 1976.
En aquest mateix període també exercí altres càrrecs (membre dels comitès executius del Consorci de la Zona Franca i del consell d’administració del Port Autònom de Barcelona, i també de les comissions mixtes per a la Planificació de les Xarxes Viàries i dels Enllaços Ferroviaris de Barcelona). Càrrecs, que tot i haver abandonat la disciplina del PSUC, passaria a ser nomenat Director general de la Fira de Barcelona (1983-87) i el 1987 conseller delegat del Comitè Organitzador Olímpic de Barcelona-92, des del qual dirigí l’organització dels Jocs Olímpics de Barcelona’92.
Josep Miquel Abad es pot dir que caracteritza perfectament l’anomenada “porta giratòria” assumint càrrecs de direcció a entitats privades pels favors prestats des dels càrrecs de política institucional (Director General del grup editorial Planeta, President de la línia aèria Vueling, i Assessor i després Director General de Catalunya de El Corte Inglés).
